Discussion stage of the Ninth National Communication of the Republic of Kazakhstan on Climate Change and the Second Biennial Transparency Report
On April 15, a working seminar was held at Nazarbayev University in Astana, focusing on the expert review of the draft report for updating Kazakhstan’s Second Biennial Transparency Report and National Communication (9NC/2BTR).
The opening session brought together representatives of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, climate policy expert from United Nations Development Programme in Kazakhstan Gulmira Sergazina, as well as the Chief Sustainability Officer of Nazarbayev University K.A. Baigarin.
The seminar served as an intermediate stage in the preparation of Kazakhstan’s Second Biennial Transparency Report (BTR2) for submission to the UNFCCC Secretariat, developed with the support of the United Nations Development Programme in Kazakhstan.
Participants reviewed the structure, objectives, and key priorities of the national climate report. Discussions covered the national greenhouse gas inventory, institutional arrangements for climate policy implementation, and mitigation measures across various sectors of the economy.
Special attention was given to the analysis of current and projected greenhouse gas emissions using the LEAP (Long-range Energy Alternatives Planning System), a widely used tool for energy system analysis, emissions assessment, and long-term climate policy scenario development.
A central highlight of the seminar was the presentation by A.V. Cherednichenko, Professor of the Department of Meteorology and Hydrology, which drew particular interest from participants.
In his presentation, he provided a comprehensive overview of mechanisms for tracking Nationally Determined Contributions (NDCs), as recommended by the Intergovernmental Panel on Climate Change. He placed special emphasis on practical aspects of monitoring and reporting, as well as on integrating these mechanisms into Kazakhstan’s national climate policy framework.
He also explained how progress in NDC implementation will be reflected in the final version of the Biennial Transparency Report and National Communication (9NC/2BTR). His insights sparked active discussion and contributed significantly to shaping approaches for further refinement of the report.
The seminar served as an important platform for expert dialogue, exchange of perspectives, and alignment of key approaches to advancing Kazakhstan’s national climate reporting.
