INTERNATIONAL SCIENTIFIC AND PRACTICAL CONFERENCE “ARTIFICIAL INTELLIGENCE AND DIGITAL TECHNOLOGIES: NEW CHALLENGES FOR CIVIL PROCEDURE IN THE REPUBLIC OF KAZAKHSTAN”

On March 13, 2026, an international scientific and practical conference titled “Artificial Intelligence and Digital Technologies: New Challenges for Civil Procedure in the Republic of Kazakhstan” was held at the Faculty of Law of 91ý Kazakh National University. The conference was organized by the Department of Civil Law, Civil Procedure and Labor Law.

The event was devoted to discussing one of the most relevant areas of modern legal science — the impact of artificial intelligence and digital technologies on civil judicial proceedings. The conference was held in a hybrid format (offline and online) and brought together scholars from leading universities in Kazakhstan, legal practitioners, judges, lawyers, as well as representatives of the academic community from Germany, Malaysia, Russia, Uzbekistan, and Kyrgyzstan.

Opening remarks were delivered by the Dean of the Faculty of Law, Candidate of Legal Sciences, Professor Walihan Akipbekuly Akhatov, as well as the President of the Republican Public Association “Union of Mediators and Lawyers ‘Human and Law’” Ulbara Akmatovna Dzhirembayeva.

During the plenary session and academic presentations, participants discussed in detail the digitalization of civil proceedings, the legal status of digital evidence, electronic justice, the introduction of Legal Tech technologies into legal practice, online dispute resolution mechanisms (ODR), digital mediation, as well as international experience in regulating artificial intelligence and the specifics of national legislation.

Both domestic and foreign scholars presented their reports at the conference. In particular, the following presentations were delivered on the issues of digitalization of civil procedure and legal regulation of artificial intelligence:

Doctor of Legal Sciences Talgat Tuleuovich Balashov — «Legal Regulation of Artificial Intelligence: International Experience and National Legislation»;

Representatives of the Union of Mediators and Lawyers “Human and Law” Ulbara Akmatovna Dzhirembayeva and Arman Kanatovich Gumarov — «Modern methods of digital mediation;

Candidate of Legal Sciences, Professor Saltanat Karibayevna Atakhanova —«Issues of digitalization of civil proceedings in Kazakhstan»;

Candidate of Legal Sciences, Associate Professor Arkhat Ashmetovich Abikenov — «Legal foundations of the digital transformation of civil proceedings»;

Professor at the Wismar University of Applied Sciences (Germany) Andreas Steininger — «The use of Legal Tech technologies in legal practice»;

Associate Professor at a Malaysian University Karim Mohammad Ershadul — «The use of artificial intelligence and digital evidence in court»;

Professor at the University of the Prosecutor’s Office of the Russian Federation Askhat Nazargaliyevich Kuzbagarov — «Legal support of digital technologies in civil procedure»;

Scholars from Uzbekistan, Kyrgyzstan, and Kazakhstan also presented reports on the role of artificial intelligence in civil proceedings and the prospects for the development of a digital judicial system.

In addition, the conference addressed issues such as the evaluation of digital evidence, online court proceedings, digitalization of international arbitration, liability for illegal use of Big Data, and the legal regulation of electronic contracts and smart contracts.

As a result of the conference, participants proposed recommendations for improving civil judicial proceedings, regulating digital technologies, and developing effective and secure mechanisms for the use of artificial intelligence.

At the end of the event, the participants took a commemorative group photo and exchanged views on further development of scientific cooperation.
