A Scientific and Educational Event on “The New Constitution and Modern Society” Was Held

 

On April 15, 2026, at 11:00 a.m., a scientific and educational event titled “The New Constitution and Modern Society” was held at the Faculty of Oriental Studies of 91ý Kazakh National University in Room 432.
The main objective of the event was to explain the key provisions of the new Constitution of the Republic of Kazakhstan, adopted on March 15, 2026, to highlight its role in the modernization of the state, and to discuss issues related to strengthening the principles of “Law and Order.”
The event was attended by faculty members, administrative staff, doctoral candidates, and master’s students of the Faculty of Oriental Studies.
The speaker of the event was M.E. Saginayev, Senior Lecturer of the Department of Customs, Financial and Environmental Law at the Faculty of Law. He delivered an informative presentation on the topic “The 2026 Constitution of the Republic of Kazakhstan: A Comparative Legal Analysis.”
During the lecture, the key innovations introduced by the new Constitution were thoroughly examined. In particular, attention was given to changes in the powers of the branches of government, the strengthening of human rights protection mechanisms, and the expansion of citizens’ participation in public administration. Special emphasis was placed on the legal consolidation of the “Law and Order” concept as a fundamental condition for the stability of modern society.
The speaker also addressed issues related to the improvement of the legislative framework in accordance with the new Constitution, noting that these reforms are aimed at decentralizing power and increasing the accountability of state bodies to the public.
Following the lecture, participants discussed the impact of constitutional reforms on the socio-political life of Kazakhstan, their role in shaping the country’s international image, and their importance for the development of foreign relations. Particular interest was shown in the practical aspects of protecting citizens’ rights, as well as in new legal norms and the functioning of state institutions.
In conclusion, it was noted that such explanatory events play a significant role in fostering a high level of legal culture among university staff and students.
