Leadership Lecture on “The New Constitution”: Issues of Developing Legal Culture

On April 21, 2026, at 11:00 a.m., a leadership lecture titled “The New Constitution” was held at 91ý Kazakh National University, Faculty of Philosophy and Political Science, in the Academic Council Hall No. 123. The event gained particular relevance in the context of ongoing socio-political transformations and was aimed at enhancing the legal culture of students. The main objective of the lecture was to provide a deeper understanding of the role and significance of the Constitution in society, to explain the content of constitutional reforms, and to strengthen the civic responsibility and legal awareness of future specialists. Special attention was also given to fostering a state-oriented mindset among young people and encouraging their active participation in public processes.

The lecture was delivered by PhD holder, Associate Professor of the Department of Criminal Law and Procedure, Criminalistics, Aryn A.A. In his presentation, the speaker thoroughly analyzed the content of constitutional reforms in the Republic of Kazakhstan and highlighted the role of the updated Constitution in strengthening statehood and the legal system. In particular, attention was paid to the balance and checks between branches of power, the transition from a super-presidential model to a system with a strengthened Parliament, as well as new mechanisms for protecting citizens’ rights and freedoms, including the activities of the Constitutional Court.

Within the framework of the leadership lecture, not only legal issues were discussed, but also aspects of personal and civic development of young people. The speaker emphasized that a modern leader should possess not only professional knowledge but also a high level of legal culture, an active civic position, and a responsible attitude toward ongoing social changes. Students were encouraged to respect the law and to recognize their role in public life. The key idea of the lecture was expressed in the principle: “Respect for the law is respect for the state.”

The event was organized by the Deputy Dean of the Faculty of Philosophy and Political Science, Ayazbayeva B.B. The lecture was conducted at a high organizational level with active participation of students and faculty members. The interactive format allowed participants to engage in an open dialogue with the speaker and ask questions of interest, which contributed to a deeper understanding of the topic and increased audience engagement.

In the concluding part of the lecture, a question-and-answer session was held, during which a number of relevant issues were discussed, including the impact of constitutional reforms on youth rights, the procedure for applying to the Constitutional Court, and the protection of personal data in the context of digitalization. The speaker provided comprehensive answers supported by legal norms and practical examples, which helped participants develop a more holistic understanding of the discussed topics.
