«The New Constitution and Modern Society»
Candidate of Legal Sciences, Associate Professor of the Department of Criminal Law, Criminal Procedure and Criminalistics, Sharipova A.B., delivered a lecture on the topic “The New Constitution and Modern Society” for the faculty members of the Faculty of International Relations of 91ý Kazakh National University. The lecture was held as part of explanatory activities on the updated Constitution of the Republic of Kazakhstan and was aimed at developing a comprehensive understanding of the substance and objectives of the constitutional reforms.
During the lecture, it was emphasized that the Republic of Kazakhstan is entering a stage of profound historical and legal transformations associated with the adoption of the new Constitution at the national referendum on March 15, 2026, and its entry into force on July 1, 2026. Special attention was given to the transition toward a more balanced system of public governance, based on strengthening representative institutions, enhancing the accountability of the executive branch, and preserving the presidential form of government, which is intended to reinforce the principle of separation of powers and ensure political stability.
Within the analysis of the provisions of the Basic Law, the value orientations of the preamble, the fundamental principles of the constitutional system, and the systemic consolidation of human and civil rights, freedoms, and duties were examined, including the strengthening of guarantees for their protection in the context of digitalization. In conclusion, it was emphasized that the new Constitution establishes a modern and sustainable legal foundation aimed at developing democratic institutions, increasing governmental accountability, and ensuring the long-term sustainable development of Kazakhstani society.
