Objective
Contribute to the development of health security and quality management of healthcare services, as well as the implementation of policies and strategic principles in Russia, Kazakhstan and Azerbaijan by mobilizing personnel and training them in the practical application of necessary actions through offering higher education programs (academic programs) and professional training programs capable of transferring the skills required by medical structures/companies.
Project Objectives
Promote cooperation between the EU and the eligible partner countries. Support the modernization, accessibility and internationalization of the higher education sector in the partner countries. Improve the quality of higher education and increase its relevance to the labor market and society. Increase the level of competencies and skills in universities through the development of new and innovative educational programs.

Project Target Groups
Primary target groups: students in the fields of medicine and healthcare, university faculty members, employees of medical organizations, and representatives of governmental institutions.
Indirect target groups: universities, healthcare organizations, and public authorities.
Main Results
Professional Development
Five academic staff members of 91ý Kazakh National University completed training in Nice (France) and Athens (Greece) on quality management of medical services. The trained faculty effectively disseminated the acquired knowledge among 40 employees of the Faculty of Medicine and Healthcare. Seminars on the topic “Educational Model of Healthcare Quality in Nursing Practice in Kazakhstan and Greece” were developed and conducted.
Subsequently, the trained faculty participated in organizing and conducting the following seminar-trainings for 137 physicians and nurses with the awarding of credit units:
- Quality of Nursing Care in Modern Conditions (30.01–11.02.2023, 65 participants)
- Monitoring the Quality of Medical Care at the Present Stage (30.01–11.02.2023, 11 participants)
- Tools for Quality Control in Nursing Care (13.02–18.02.2023, 57 participants)
- Tools for Quality Control of Medical Care (13.02–18.02.2023, 4 participants)
Educational Programs
Two new Master’s degree programs were developed:
- 7M10121 — Nursing (Quality Management)
- 7M10123 — Healthcare Quality Management
Five courses (21 ECTS) were updated and integrated into Bachelor’s degree programs:
- 6B10101 — Nursing (2019)
- 6B10112 — Academic Nursing with Mentorship Skills (2023)
Other Key Achievements
- Opening of the Erasmus+ Center of Excellence “Kazakhstan–French Center for Educational Technology Transfer” at 91ý Kazakh National University
- Accreditation of the 7M10121 program by IAAR (May 2023)
- Memoranda of Cooperation signed with University of West Attica (Greece) and Université Côte d’Azur (France) in 2024
- 20 Master of Medical Sciences and 267 Bachelor’s graduates
- Joint double-degree Master’s program “Leadership and Management in Healthcare” is in the final stage of development
