The Constitution and Referendum: For a Bright Future

On March 2, 2026, at 10:00 a.m., a meeting with students on the topic “The New Draft Constitution of the Republic of Kazakhstan and the Referendum” was held in Lecture Hall 2 of the Higher School of Economics and Business. The meeting was conducted by Zhaksylyk Ruslanuly Eslamgaliyev, Deputy Dean for Social and Educational Affairs of the Faculty of Law.

The purpose of the meeting was to provide a comprehensive explanation of the content and significance of the proposed new draft Constitution of the Republic of Kazakhstan and the upcoming referendum.

Zhaksylyk Ruslanuly emphasized that the new Constitution of the Republic of Kazakhstan is a strategically important document that defines a new stage in the country’s development. He also noted that it aims to increase the efficiency of public administration, strengthen the balance between branches of power, and enhance the protection of citizens’ rights and freedoms.

In addition, the draft of the new Constitution pays special attention to the development of human capital through provisions such as expanding the right to education and ensuring access to quality education; improving the accessibility and effectiveness of healthcare; clarifying the rights to work and social protection; and strengthening support mechanisms for families, children, and youth.

In conclusion, it was explained that the new draft Constitution establishes a legal foundation for young people to fully realize their potential by strengthening their rights to education, employment, freedom of expression, and participation in public life. The significance of the meeting greatly interested the students, who expressed their readiness to participate in the upcoming referendum for the bright future of the country and sincerely thanked the guest for the informative discussion.
