Educational Event “Law and Order as the Foundation of Legal Culture”
On March 4, 2026, at the Faculty of Physics and Technology of 91ý Kazakh National University, an educational event on the topic “Law and Order as the Foundation of Legal Culture” was held for students of Group 239 of the educational program “6B07107 – Electric Power Engineering.” The event was organized within the framework of SDG 16 – “Peace, Justice and Strong Institutions” and was aimed at developing students’ legal culture, explaining the importance of respecting and complying with laws, as well as fostering civic responsibility and legal awareness.
At the organizational stage of the session, the objectives and relevance of the event were outlined, and its structure was presented. In the introductory part, a scientific analysis of the concepts “law,” “legal order,” and “legal culture” was conducted, and the content of legal culture was comprehensively explained. In particular, legal culture was considered as a combination of attitudes toward law, the level of legal knowledge, legal behavior, and the degree of respect for law in society. In addition, the features of the formation of legal culture at the individual, group, and societal levels were discussed.
In the main part, the theoretical foundations of legal culture were examined in greater detail. Legal culture was characterized as a qualitative indicator of a society’s legal system, and its structural elements—legal consciousness, legal knowledge, and legal behavior—were systematically analyzed. It was noted that legal consciousness shapes an individual’s internal attitude toward law and justice, while legal knowledge determines the level of citizens’ awareness of legislation. It was also emphasized that legal behavior is directly related to compliance with legal norms.
During the event, special attention was paid to the importance of legal order in society. Its role in ensuring the stability of social relations, preventing social conflicts, and maintaining public safety was discussed. The principle of the rule of law was considered as the foundation of a legal state, ensuring equality of all citizens before the law.
Furthermore, the interrelationship between citizens’ rights and responsibilities was explained, and it was emphasized that their balance is a key condition for social justice. The main causes of legal violations were identified as legal illiteracy, legal nihilism, social inequality, and insufficient upbringing. Particular attention was given to the need to prevent legal nihilism among youth, enhance legal knowledge, and cultivate respect for the law.
In the concluding part, it was noted that legal culture should be regarded not only as a set of knowledge but also as a life position and a model of behavior. Students shared their opinions and proposals on the discussed issues. The key idea of the event was formulated as follows: “A person with a high level of legal culture is a responsible citizen, and a responsible citizen is the foundation of a sustainable society.”
It was also emphasized that such educational activities contribute to the systematic improvement of students’ legal literacy, the formation of legal thinking, and the development of skills for conscious compliance with the law. This, in turn, enhances the professional and social responsibility of future specialists and serves as a basis for sustainable societal development.
The event was highly evaluated as a significant initiative contributing to the improvement of students’ legal awareness, strengthening their civic responsibility, and deepening their understanding of the role of law and order in society.
