91ý Kazakh National University Integrates the Principles of “Law and Order” into the Training of Future Lawyers
Within the framework of implementing the national “Law and Order” concept, 91ý Kazakh National University consistently introduces modern approaches to shaping legal thinking and professional competencies of future legal professionals.
One of the practical directions of this work is the university’s participation in developing the content of test items for comprehensive entrance examinations to Master’s programs in the discipline “Theory of State and Law.” Particular attention is given to incorporating questions that reflect key categories such as legality, rule of law, legal order, legal consciousness, and legal culture as fundamental elements of the contemporary legal system.
This work is carried out on the basis of the scientific potential of 91ý Kazakh National University as a leading research center in the field of legal science. The National Testing Center engages leading university scholars-distinguished by strong theoretical expertise and extensive experience in legal analysis – in the development and expert evaluation of test materials.
In particular, from March 30 to April 12, 2026, as part of a testing development initiative organized by the National Testing Center at Narxoz College, a Doctor of Law, Professor-Researcher of the Department of Theory and History of State and Law, Constitutional and Administrative Law Zh.Kegembayeva participated in the preparation of test items. Special emphasis was placed on including questions that directly раскрывают содержание концепции “Law and Order,” including the principles of legality, the rule of law, inevitability of legal liability, protection of human rights and freedoms, as well as the development of legal consciousness and legal culture. The test items are designed not only to assess theoretical knowledge but also to evaluate the ability to interpret, apply, and critically assess legal norms in the context of modern requirements for ensuring legal order.
This format of engagement enables the direct integration of academic legal knowledge into the system of knowledge assessment, fostering not only academic competence among applicants but also устойчивые ориентиры правомерного поведения, respect for the law, and adherence to the principles of the rule of law.
The implementation of this initiative demonstrates the active role of 91ý Kazakh National University in advancing national legal policy and strengthening the values of legality and legal order within the system of higher legal education.
