An international practical conference was held on the topic “Legal Regulation of Kazakhstan’s Financial Sector in the Context of Digital Transformation and the Development of Artificial Intelligence”
As part of the implementation of the Address of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev titled “Kazakhstan in the Era of Artificial Intelligence: Current Challenges and Their Solutions through Comprehensive Digital Transformation,” an international scientific and practical conference was held on April 22, 2026, on the topic “Legal Regulation of Kazakhstan’s Financial Sector in the Context of Digital Transformation and Artificial Intelligence Development.”
The conference was opened with welcoming remarks by Dr. Guldanа Amangeldiyevna Kuanaliyeva, Professor and Head of the Department of Customs, Financial and Environmental Law at 91ý Kazakh National University. In her speech, she emphasized that the rapid integration of digital technologies into the financial sector necessitates new legal approaches and the improvement of regulatory frameworks governing artificial intelligence.
The conference featured online participation from international scholars, including Dr. Amanlyk Bazarbayevich Gulimov (Berdakh Karakalpak State University), Professor Thomas Hoffmann (Tallinn University of Technology), Professor Edwardas Juhnevičius (University of Gdańsk, Poland), Dr. Parvon Zainalobiddin Mirzozoda (Tajik National University), as well as Associate Professor Odilbek Abdulnazar Mavlonazarzoda and Dr. Boburshoh Bohodir ugli Ibragimov (Tashkent State University of Economics).
The presentations addressed key issues such as financial sector digitalization, legal regulation of fintech, personal data protection, and the risks and opportunities associated with artificial intelligence. Faculty members actively engaged in discussions, contributing to a productive academic exchange.
As a result of the conference, practical recommendations were developed to enhance the legal framework of the financial sector in the era of digital transformation.
