A Republican roundtable titled “Determinants of Human Capital Formation in Kazakhstan: Interdisciplinary Approaches to Analyzing the Role of Education and Culture”
On April 10, 2026, a republican roundtable titled “Determinants of Human Capital Formation in Kazakhstan: Interdisciplinary Approaches to Analyzing the Role of Education and Culture” was held at the Faculty of Philosophy and Political Science of 91ý Kazakh National University within the framework of the V International Farabi Forum.
The event was organized as part of the grant-funded project “The Education System of Rural Schools in Kazakhstan: A Cultural Analysis of the Causes and Consequences of Inequality” and was conducted in a hybrid format (offline and online). The aim of the roundtable was to provide an interdisciplinary analysis of the key factors influencing human capital formation in Kazakhstan, to identify the relationship between education and culture, and to develop recommendations for improving educational and cultural policies.
The event brought together domestic and international scholars, university faculty members, researchers, and students. As part of the forum, international guests and representatives of partner universities were invited to speak. Among them were Ali Rıza Gül (Turkey), Makhfuza Alimova, Mukhabbatkhan Agzamova, Mohira Abdullaeva (Uzbekistan), as well as representatives of leading Kazakhstani universities — B.Zh. Zhusupova (Karaganda Buketov University) and A.M. Kadyraileva (M. Auezov South Kazakhstan University), who shared their perspectives and international experience in the fields of education, culture, and human capital development.
The opening remarks were delivered by Ainur Durbelenkyzy Kurmanaliyeva, Doctor of Philosophy, Professor, and Head of the Department of Religious Studies and Cultural Studies. In her speech, she welcomed the participants and provided an overview of the forum activities.
During the roundtable, participants discussed the interconnection between education and culture, educational inequality in rural schools, the importance of career guidance systems, issues related to artificial intelligence and ethics, and the role of interdisciplinary approaches in human capital development. Presentations were delivered by Zhasulan Bostandykuly Kuandykov, Aidana Alimzhankyzy Serikbayeva, Sandugash Kalzhankyzy Sandybayeva, and Azhar Kuanyshbekovna Zholdubayeva.
The discussion also addressed the modernization of the education system, the increasing importance of cultural factors in the context of digital transformation, and the need to reduce social and regional disparities. Participants emphasized that improving the quality of education should not be limited to infrastructural or technological changes but must also take into account cultural and value-based dimensions.
As a result of the roundtable, a resolution was adopted highlighting the decisive role of the relationship between education and culture in human capital development. The participants also proposed recommendations on improving career guidance systems, integrating digital technologies and ethical standards into the educational process, and strengthening the integration of science and education.
The participants concluded that the outcomes of the roundtable would make a significant contribution to the development of the educational and cultural sectors of Kazakhstan and to enhancing the quality of human capital.
